As you may know, Los Angeles County has outlined a two-phase debris removal process for affected properties, with property owners required to participate in Phase 1 before advancing to Phase 2. Understanding Your Debris Removal Options
Phase 1: Household Hazardous Waste Removal (Mandatory)
The U.S. Environmental Protection Agency (EPA) and the California Department of Toxic Substances Control (DTSC) will inspect and clear
hazardous debris from your property.
This phase is free and automatic—no action is required on your part.
(NO GUARANTEED OR DEFINED TIMEFRAME OF HOW MANY MONTHS OR YEARS
THIS WILL TAKE TO CLEAR/HAUL THE MAGNITUDE OF LOTS REQUIRED ACROSS
LA COUNTY, HOWEVER)
Your property cannot move to Phase 2 without Phase 1 clearance
Phase 2: Fire Debris Removal (Owner’s Choice – Opt-In or Opt-Out
Opting-In to the Government-Run Debris Removal Program
The U.S. Army Corps of Engineers will remove the remaining debris at no cost to you.
Work will be conducted by government-approved contractors,
following strict safety and environmental guidelines.
Deadline to Opt-In: The Right-Of-Entry (ROE) Form must be turned in
by March 31, 2025.
NOTE: HOWEVER, THIS DOES NOT ENSURE PROMPT DEBRIS REMOVAL OR TIMEFRAME BEFORE THEY WILL ACTUALLY GET TO YOUR PROPERTY DUE TO THE MASSIVE AMOUNT OF ACREAGE AND STRUCTURES THAT WILL REQUIRE CLEARING ACROSS LA COUNTY
Opting-Out & Managing Cleanup Yourself
What if I want to handle debris removal myself through a private contractor? What happens if I Opt-Out?
You will be responsible for hiring a licensed contractor to perform the work. (Such as Modro & Company Builders)
You must retain a Certified Asbestos Consultant (CAC) to assess the debris. If asbestos is found, you’ll need an abatement contractor to
remove it safely. (Modro & Company Builders will facilitate this for you)
Your contractor must be approved by Los Angeles County and adhere to all local safety and environmental regulations. (Modro & Company Builders is also an approved contractor with an unblemished quality & safety record)
Work must follow the same haul routes and safety standards used by government crews to minimize disruption in your neighborhood. (Modro
& Company Builders is fully trained to follow all guidelines to minimize
local impact)
